MacNaughton developed the Navy Service Center as part of the Moanalua Shopping Center project.

MacNaughton entered into a long term lease with the US Navy to take over and expand Moanalua Shopping Center including construction of a new two story Navy Service Center. Opened in 2001 and developed under an enhanced use lease of Federal property, this was a first of its kind for the Navy. The building provides a centralized location for many administrative and personnel functions previously spread across Pearl Harbor.
