MacNaughton entered into a long term lease with the US Navy to take over and expand Moanalua Center including construction of a new two story Navy Service Center.

Opened in 2006 and developed under an enhanced use lease of Federal property, this was a first of its kind for the Navy. The building provides a centralized location for many administrative and personnel functions previously spread across Pearl Harbor, complimented by a range of dining and shopping options.
